Transparency Code

The Smaller Authorities (Transparency Requirements) (England) Regulations 2015 applies to smaller town and parish councils with a turnover of less than £25,000 per annum and came into force on 1st April 2015, becoming mandatory in 2017.   It was created by the Secretary of State for Local Government to improve the ability of communities to hold local public bodies to account.

These regulations, known as the Transparency Code, require that the Parish Council make the following information freely available by publishing it on-line to provide taxpayers with a clear picture of the council’s’ activities, spending and governance, thereby increasing its democratic accountability.

  • Minutes, agendas and papers of formal meetings
  • All items of expenditure above £100
  • End of year accounts
  • Annual governance statement
  • Internal audit report
  • List of Councillor or member responsibilities
  • Details of public land and building assets
